Administrative Services Division

 

Under the guidance of an Assistant FIre Chief, Fire Administrative Services Division is reponsible for the management and oversight of the Department’s finances and budget, including the accounts payable and budgets for the fourteen Fire Districts. This division employs a staff of nine to provide billing and revenue collections for ambulance services, fleet and facility management, ground level management of the Department’s purchasing process, managing the Department’s construction projects, and providing front desk customer services to the public.

Division staff coordinates with the county’s Purchasing and Payables Departments to ensure a timely and accurate purchasing system that meets the needs of the Department and complies with local and state requirements. They oversee and manage the revenue stream from the Fire Department’s funding mechanisms such as the County Fire Protection Excise Tax, General Obligation (GO) Bonds and Revenue Bonds related to construction projects, the Fire and Emergency Services Gross Receipts Tax, and Fire-Rescue Impact Fees.

A recent addition to their task list is managing the Volunteer Incentive Program which provides a stipend for volunteers when they respond to district trainings or emergency calls. The staff fields numerous daily requests related to facility and fleet upkeep. Three Emergency Vehicle Technicians (EVTs) service and repair the Department’s large fleet of vehicles and the array of fire and EMS equipment.

2009 Accomplishments include:

• Purchased and placed into services new apparatus-Engines in Chimayo, Eldorado, Hondo and Wildland Team, Rescue-Hondo
• Completed remodel projects in fire stations-Chimayo, La Puebla, Tesuque, Glorieta
• Awarded architectural and construction bids for fire stations-Edgewood, La Tierra, Rancho Viejo, and Pojoaque
• Purchased land and structures for Training Facility
• Hired grant writer on contract and applied for Assistance to Firefighter Grants for Fire Department; Assistance to Firefighters Grant for Regional Communications; American Recovery and Reinvestment Act of 2009 Grants for Fire Station Construction
• Hired Department Administrator
• Applied for funding opportunities including Staffing for Adequate Fire and Emergency Response Grants-Firefighters and Volunteer Recruitment and Retention; NM GSF American Recovery and Reinvestment Act of 2009 Grants; Fire Protection Improvement Grants, EMS System Improvement Grant-Cardiac Monitors and Apparatus
• Maintained fiscal responsibility and operated within approved budgets for all 15 Fire Protection Fund 309, 15 EMS Districts Fund 244, Fire Excise Tax Fund 222; GO Bond Series Fund 330; GO Bond Series Fund 335; Revenue Bonds; ,Gross Receipts Tax Fund 244- Haz-Mat Fund 244-806, Forest Restorations Fund 244-809, Fire Impact Fees,, Ambulance Billing, Edgewood JPA,
• Completed National Fire Protection Association (NFPA) required testing on all Ladders, Pumps and Fire Hoses
• Completed NM Fire Marshal Inspections related to Insurance Services Office (ISO) Fire Rating Schedule for each of the Fire Districts
• Completed Occupational Health and Safety Association (OSHA) required testing on self-contained breathing apparatus (SCBA) air bottles, and air monitoring sampling
