October 9, 2018 BCC Summary

Below is a summary of the actions taken by the Santa Fe Board of County Commissioners (BCC) at their regular meeting on October 9, 2018.  All five (5) Commissioners were present. 

The BCC meeting minutes from the September 11, 2018 Board of County Commissioners Meeting were approved by a vote of 4-0, with Commissioner Anaya being absent at the time of the vote.

All Consent Agenda items passed by a vote of 4-0, with Commissioner Anaya absent at the time of the vote.

·         Approval of PNM Easement Encroachment Agreement for the Santa Fe Rail Trail Segment 5.

·         Approval of Santa Fe County Agreement No. 2019-0002-HR/MM Between Santa Fe County and Gallagher Benefit Services with a Term of Four Years in the Amount of $329,472.00, Exclusive of New Mexico  Gross Receipts Tax for Health Insurance Benefit Consulting and Broker Services and Grant Signature Authority to the County Manager to Sign the Purchase Orders. 

·         Approval of Amendment No. 4 to Price Agreement No. 2015-0073-A-ASD/PL with Matthews Office Supply, Agreement No. 2015-0073-B-ASD/PL with Midway Office Supply, and Agreement No. 2015-0073-C-ASD/PL with School Specialty Office Supply for Indefinite Quantity Office Supplies for all County Departments and Grant Signature Authority to the County Manager to Sign the Purchase Order. 

·         Ratification of a Letter of Support for the North Central Regional Transit District’s (NCRTD) 2020 and 2021 Transportation Alternatives Program (TAP) Application for its Bus Stop ADA-Compliance Multi-phased Project.

·         Resolution No. 2018 - 106, A Resolution Providing Notice of Determination Not to Update Land Use Assumptions, Capital Improvements Plan or Impact Fees For Santa Fe County Fire and Rescue Impact Fees.  Approved 4-0, with Commissioner Anaya being absent at the time of the vote.

·         Resolution No. 2018 - 107, A Resolution Declaring the Eligibility and Intent of Santa Fe County to Submit Two Grant Applications to the New Mexico Department of Transportation (NMDOT) for the Federal Fiscal Years 2020 and 2021 Transportation Alternatives Program (TAP) and Acknowledging the Availability of County Funds for the 14.56% Local Match and Reimbursable Construction Costs Required by the TAP Grant for Segments 2 and 3 of the Arroyo Hondo Trail with a Total Project Cost Of $3,394,545 and a Potential County Match of $494,246 and Authorizing the County Manager to Execute any Necessary Documents to Submit the Grant Applications to the NMDOT. Approved 4-0, with Commissioner Anaya being absent at the time of the vote.

·         Approval of Change Order No. 1 to Agreement No. 2018-0060-HA/IC with J3 Systems, LLC for the Re-Roofing of Eleven Additional Public Housing Units in the Amount of $178,750.00, Exclusive of New Mexico Gross Receipts Tax for a Total Agreement Amount of $530,062.56 Exclusive of New Mexico Gross Receipts Tax, Contingent Upon Approval of the Grant Amendment and Authorizing the County Manager to Sign the Purchase Order.  Approved 4-0, with Commissioner Anaya being absent at the time of the vote.

Public Hearing 

·         A Public Hearing Pursuant to NMSA 1978, Section 3-18-5 to Determine Whether to Enforce or Rescind Resolution 2018-89, “A Resolution Adopted in Compliance with Section 3-18-5 NMSA 1978, Declaring the Property Located at 21 Fin Del Sendero a Menace to the Public Comfort, Health, Peace or Safety, Confirming that Santa Fe County Removed Dangerous Debris From 21 Fin del Sendero, and Requesting that the County Manager Have this Resolution Served on the Property Owners and Thereafter File a Lien Against the Property in the Amount of the Cost of the Remediation”. Enforcement approved by a vote of 5-0.

Presentation and Proclamations (Action Items)

·         Presentation and Approval of a Proclamation Honoring Glorieta Pass Volunteer Fire District Chief, Jane McSweeney.  Approved by a vote of 5-0.

·         Presentation and Approval of a Proclamation Recognizing the 25th Anniversary of the Agua Fria Village Association.  Approved by a vote of 5-0.

Resolutions (Action Items)

·         Resolution No. 2018 - 110, A Resolution in Support of Legislation in the 2019 Legislative Session to Authorize the Practice of Dental Therapy and Govern the Training and Licensure of Dental Therapists in New Mexico. Approved by a vote of 5-0.

·         Resolution No.  2018-111, A Resolution Expressing Ongoing Support for the Southwest Chief Passenger Service, Passenger Service Historically Supported By Santa Fe County Through Resolution No. 2012-60 (A Resolution Endorsing Efforts to Maintain the Amtrak Southwest Chief Passenger Service Through Lamy (Santa Fe), New Mexico) and Resolution No. 2014-105 (A Resolution to Support the New Mexico Association of Counties’ Resolution to Maintain the Southwest Chief Amtrak Service). Approved by a vote of 5-0.
