Santa Fe County Requests Public Participation in Focus Group for Transfer of Development Rights (TDR) Program

Santa Fe, NM -Santa Fe County is inviting residents to participate in a Focus Group discussion about the Transfer of Development Rights (TDR) Program on either Wednesday, October 8th from 10:00 am to noon or on Friday, October 10th from 2:00 to 4:00 pm at 240 Grant Avenue, in the Plaza Conference Room. 

The TDR Program offers landowners a financial incentive to conserve their land while giving developers an opportunity to build additional density in areas with existing infrastructure, creating a legacy of environmental stewardship and sustainable development in Santa Fe County. 

The overall purpose of the focus group is to discuss how the TDR Program can be more responsive to the needs of the development community and how the TDR Program can expand to facilitate affordable housing within the County. The County requests public participation from all residents, and would greatly appreciate engagement from landowners, developers, builders, realtors, and other professionals with connections to real estate development.  Pre-registration is not required, and residents are welcome to participate either day.

Owners of agricultural, environmentally and culturally valuable land can sell their development rights in exchange for TDR certificates. Other landowners (often developers) can buy the TDR certificates and build at greater density in locations where development is more appropriate. The purchasing of TDR certificates are private, voluntary transactions and the County does not set the price for a TDR certificate.
