Purpose: Continuing legal services to assist with negotiation , review and finalization of software license agreements and related agreements for Enterprise Resource Planning (ERP) software and Jail Management System (JMS) software.
Counsel continues to provide specialized legal expertise in software licensing, information technology contracting, data security , and intellectual property to protect the County's interests and ensure favorable terms in all final agreements. Item: Design Engineering Services for the Chupadero Water System and Roadwork Improvements

Purpose: The Santa Fe County Public Works Department / Utilities Division is in the process of receiving the ownership and operation of the Chupadero Mutual Domestic Water Consumers Association. The goals of this project are: (1) to correct system deficiencies and bring the system equipment in-line with County equipment prior to transfer of the system to the County, and (2) to identify/design the long-term system improvements necessary to ensure the system can achieve/maintain regulatory compliance and deliver a safe and reliable supply. Item: Sole Source Determination - Professional Engineering Design Services to Complete Design Services for Section B of the Santa Fe River Greenway Project

Purpose: In 2021, Santa Fe County Purchasing Division issued a Request for Proposals (RFP) No. 2021-0150-PW/KE and entered Agreement No. 2021-0150-PW with AE COM Technical Services, Inc.in August 2021 to provide engineering services for the design of a public greenway and trail along the Santa Fe River, also known as the Santa Fe River Greenway Project. The project scope included the completion of design services of Section B of the Santa Fe River Greenway, which is the remaining Section between Siler Road and San Ysidro Crossing.
AE COM completed design of Section B in 2023, however multiple property acquisitions and access to private properties resulted in delays for the bidding and negotiation phase of design services and the term of Agreement No. 2021-0150-PW reached the maximum term of 4-years, pursuant to NMSA 1978, 13-1-150. Multiple term contracts. specified period.
The County needs to complete the project and requires the Engineer of Record to continue with providing design services.

Purpose: The Santa Fe County Fire Department has utilized the Target Solutions Training platform in previous years pursuant 13-1-125, small purchase. The Department is requesting to continue utilizing the training platform provided by Target Solutions Learning, LLC and have requested that a sole source determination be made based on the unique aspects of the program that is all inclusive for training and certifications required by industry standards among Fire Departments across the country. The unique capability of the Target Solutions Training platform to promote the exchange of data between various Agencies and Counties, is a critical ability within the realm of Fire and Public Safety. The sharing of information can result in vastly improving the effectiveness of this important public service. Within the State of New Mexico, tracking and monitoring of required trainings and daily activities are reported to the New Mexico State Fire Marshal’s Office, as well as the Insurance Service Organization (ISO), of which both Offices review performance by the Department for future funding opportunities for the Department.

Item: Sole Source Determination - Architectural and Engineering Design Services for the Competition of Thornton Ranch Open Space Trail Design

Purpose: Santa Fe County owns 2,000-acre Thornton Ranch Open Space near Galisteo, NM. In 2017, Santa Fe County completed a master plan for the development of trails and recreational infrastructure on the property. The Master Plan was conducted and completed by Design Office.
In 2019, the County issued an RFP for architectural and engineering services for the design of trails and recreational infrastructure on the property. Design Office was awarded the contract number 2019-0227-PW but was paused in 2020 due to external factors. It is necessary to complete the trail design and construction documents for the Thornton Ranch Open Space project for bidding and awarding to a construction firm to complete the project.
