Item: Design Engineering Services for the Chupadero Water System and Roadwork Improvements

Purpose: The Santa Fe County Public Works Department / Utilities Division is in the process of receiving the ownership and operation of the Chupadero Mutual Domestic Water Consumers Association. The goals of this project are: (1) to correct system deficiencies and bring the system equipment in-line with County equipment prior to transfer of the system to the County, and (2) to identify/design the long-term system improvements necessary to ensure the system can achieve/maintain regulatory compliance and deliver a safe and reliable supply. The County anticipates a two-phased approach for the design and implementation of the needed system improvements, commensurate with the stated goals.

Item: Sole Source Determination - Professional Engineering Design Services to Complete Design Services for Section B of the Santa Fe River Greenway Project

Purpose: In 2021, Santa Fe County Purchasing Division issued a Request for Proposals (RFP) No. 2021-0150-PW/KE and entered Agreement No. 2021-0150-PW with AE COM Technical Services, Inc.in August 2021 to provide engineering services for the design of a public greenway and trail along the Santa Fe River, also known as the Santa Fe River Greenway Project. The project scope included the completion of design services of Section B of the Santa Fe River Greenway, which is the remaining Section between Siler Road and San Ysidro Crossing.
AE COM completed design of Section B in 2023, however multiple property acquisitions and access to private properties resulted in delays for the bidding and negotiation phase of design services and the term of Agreement No. 2021-0150-PW reached the maximum term of 4-years, pursuant to NMSA 1978, 13-1-150. Multiple term contracts. specified period.
The County needs to complete the project and requires the Engineer of Record to continue with providing design services.

Item: County Home Rehabilitation RFP HREE and CEED

Purpose: The Community Development Department (CDD) is requesting to issue a request for proposals (RFP) to select a qualified community based organization to administer the County Home Rehabilitation and Energy Efficiency (HREE) and Community Energy Efficiency Development (CEED) programs and future applicable programs providing home rehabilitation and energy efficiency improvements for low to moderate income County residents. Through the selection of a qualified organization and the provision of program administration services the County will be able to effectively leverage HREE and CEED program funding to complete much needed hazard mitigation, building envelope and energy efficiency improvements.
