Purpose: RECC is requesting routing for signatures for the annual 911 maintenance agreement from ConvergeOne. ConvergeOne provides maintenance to Enhanced 911 Telephone system within Santa FE RECC. The total FY 26 billing amount for maintenance services is $218,251.40. RECC is a recipient of an annual grant known as the Enhanced 911 Act Grant Program'. This grant is administered by the State of New Mexico agencies Department of Finance and Administration (DFA) and the Department of Information Technology (DOIT). In previous years, DFA would pay for this service directly on behalf of SFRECC and all other PSAPS; however, this year DFA has requested that all PSAPS move forward with executing their 9-1-1 call handling equipment software and maintenance agreements to ensure continuity of service. DFA will no longer pay for these expenses on behalf of local governments. Instead, they are transitioning to a reimbursement -based process

Item: Sole Source Determination - Insurance and Benefits Consulting Services with Gallagher Benefit Services

Purpose: In July 2018, Santa Fe County issued a competitive sealed proposal procurement (RFP) No. 2019-0002-HR/MM for the purpose of selecting qualified Offerors to provide consulting services for the County’s healthcare insurance benefits. The County selected and entered into Agreement No. 2019-0002-HR/MM with Gallagher Benefit Services as the most qualified licensed insurance consultant to provide these services. In September of 2022, the County entered into Agreement No. 2023-0060-HR. Pursuant to NMSA 1978, 13-1-126 Sole source procurement, the County Procurement Manager made a written determination that it would not be advantageous for Santa Fe County to discontinue the services of the current Consultant due to the critical path and timeline for the employee enrollment period for insurance benefits for County employees.

Purpose: The Santa Fe County Youth & Family Services Division requests approval to enter into an Intergovernmental Agreement (IGA) with Santa Fe Public Schools (SFPS) to streamline and formalize the division’s intentional partnership with the school district. The purpose of this agreement is to establish diversified funding streams that support and enhance prevention and early intervention programming, including but not limited to Second Step, WAVE, Teen Mental Health First Aid, Signs of Suicide, and social-emotional professional development trainings. Under this agreement, Santa Fe County will provide funding to SFPS in FY27 as follows: $45,000 from 241-0404-464-50.03, $55,000 from 101-1525-432-464-50.03, and $50,000 from 223-0495-467-50.03. The total annual compensation payable to SFPS under this IGA shall not exceed $150,000.00, excluding applicable New Mexico Gross Receipts Tax. The Division further requests a term of three (3) years for this agreement, with continued funding contingent upon annual appropriation and availability of funds.

Item: Sole Source Determination - Consultant Services for the Provision of Providing a Tribal Liaison for Santa Fe County Regional Economic Development in Support of the Native American Entrepreneurship
Contractor: UNM Rainforest Innovations
Purpose: Santa Fe County is seeking to contract UNM Rainforest Innovations to strengthen the regional economy by increasing access to resources, capital, and coordinated support for Native American entrepreneurs. UNM Rainforest Innovations through the New Mexico Tribal Entrepreneurship Enhancement Program (NMTEEP) has already built trust, established key infrastructure, relationships, and an effective program model of hiring and managing tribal liaisons, providing a solid foundation from which Santa Fe County can build its own programming and approach for serving and connecting with Native American entrepreneurs. This success and foundation can be seen through the program’s successful years of implementation and execution (April 2022 – June 2025) as well as through the Discovery Report created by the program. These assets make UNM Rainforest Innovations the ideal entity to support Santa Fe County in pursuing a tribal liaison role and expanding this work.
